Subject: MedScape: Oncology Drug Shortage - TRIPS/DOHA - International Public Health Emergency

In 2006, an OIE/FAO/WHO International Bar Association level dialogue focused on the formal declaration of an international public health emergency for challenges associated with HIV/AIDs,  Tuberculosis and Pandemic Influenza.  The focus was to facilitate conditional licensing for the production of generic drugs by UN member countries:

The TRIPS Agreement, as clarified by the Doha Declaration, makes it clear that WTO members can engage in compulsory licensing with respect to pharmaceuticals needed to address an international public health emergency. [1]

GLOBOCAN 2008 estimates, about 12.7 million cancer cases and 7.6 million cancer deaths are estimated to have occurred in 2008; of these, 56% of the cases and 64% of the deaths occurred in the economically developing world. [2]  The scope of this epidemic demands classification under the umbrella of an international public health emergency to facilitate mass production of needed drugs to assist treatment, especially on the village medicine level in developing countries with 6 billion of the world's population. [3,4]
